Management
Guided by experienced managing partners and supported by a dedicated team, RHA Community Works reflects a collaborative culture grounded in deep expertise, shared commitment, and long-term project experience.
Mr. Grove is a Managing Partner and Principal Landscape Architect with more than 40 years of professional experience. He earned a Bachelor of Science in Landscape Architecture from California State Polytechnic University, Pomona, in 1985.
With deep experience in both the public works and home building industries, Mr. Grove is recognized as a leader in the planning, design, and project management of a wide range of projects, including park and recreation facilities, residential developments, streetscapes, and institutional and commercial environments. His hands-on leadership and practical approach contribute to projects that are well-coordinated, responsive, and aligned with client, regulatory,
and community objectives.
Throughout his career, Mr. Grove has guided projects through all phases of development, from early planning and conceptual design through construction documentation and construction- phase services. He is experienced in leading multidisciplinary teams, coordinating public outreach and meetings, and navigating agency approval processes, ensuring projects move efficiently from concept to completion.

Mr. Scott Rice is a Managing Partner and Principal Landscape Architect. Scott graduated with honors from Cal Poly Pomona, earning a Bachelor of Science Degree in Landscape Architecture. He is an active member of the American Society of Landscape Architects (ASLA). Additionally, Scott is a LEED Accredited Professional (LEED AP), as designated by the United States Green Building Council (USGBC), and a Certified Access Specialist (CASp) as issued by the State of California, Division of the State Architect. Scott is one of only three Landscape Architects in California that currently hold CASp Certification. Mr. Rice draws upon previous work experience in graphic design and golf course maintenance to integrate high aesthetic quality in balance with functional, cost-effective design. His focus is in Public Works projects for municipalities throughout the State and beyond, including Park Planning of various scales, multi-use trails, and other capital improvements. Scott is equally seasoned in the landscape architectural development of tract and multi-family Housing, Planned Residential Communities, Highway Aesthetic Design, and various private/commercial ventures. Scott took a year-long hiatus in 2010 to co-manage the design division of an internationally recognized design/build firm, specializing in skate parks and action sports facilities throughout the world. When not in the office, Scott enjoys the fruits of his labor – parks and trails – with his wife and five children.

Mr. Meek is a Principal Landscape Architect with RHA Community Works and brings more than 45 years of professional experience in landscape architecture and public sector project delivery. He earned a Bachelor of Arts in Landscape Architecture from Texas A&M University in 1979.
Mr. Meek’s extensive background in the public works sector includes three years as Senior Landscape Architect for the City of San Jose, the tenth largest city in the United States, as well as ten years serving as a park development coordinator for multiple cities throughout California. In these roles, he was deeply involved in the planning, development, and implementation of public park and recreation projects, working closely with elected officials, agency staff, consultants, and the public.

Throughout his career, Mr. Meek has been responsible for managing Park Dwelling and Park Impact Fees, preparing and monitoring agency capital budgets, and planning and overseeing capital improvement programs. His experience also includes developing requests for services, negotiating and administering professional service agreements and contracts, and managing multidisciplinary staff teams and contractors. His comprehensive understanding of public agency operations and project delivery enables him to guide projects efficiently from planning through implementation.
